Kristin Daniel Horn, Child Pornography Production, Iowa 2019

Kristin Daniel Horn, 40, of Burlington, Iowa, is headed to federal prison for producing child pornography, a crime that resurfaced years after it was committed. On January 16, 2019, Horn pleaded guilty to the charge, and on May 16, 2019, he was sentenced to 360 months—30 years—behind bars by United States District Court Chief Judge John A. Jarvey in Davenport, Iowa.

The sentence, handed down by the U.S. Attorney’s Office for the Southern District of Iowa, mandates that Horn serve his federal term consecutively to a prior state conviction. In Des Moines County, Horn was convicted on May 19, 2014, for Third-Degree Sexual Abuse. That sentence, capped at ten years, was discharged on July 5, 2018—just months before federal charges landed.

Federal agents moved in after executing a search warrant on Horn’s residence, where they uncovered videos of child pornography created by Horn himself. The material, produced in February 2013, depicted the sexual abuse of a minor and was captured on recording devices within his home. The footage was not distributed online but was found stored locally during the investigation.

The case was jointly investigated by the Federal Bureau of Investigation and the Burlington Police Department, highlighting a years-long pursuit of justice that culminated in federal prosecution. Horn’s guilty plea spared the victim from testifying, but did not reduce the severity of the sentence imposed by Chief Judge Jarvey.

In addition to his 30-year prison term, Horn will serve ten years of supervised release upon completion of his sentence. He has also been ordered to pay $100 to the Crime Victims’ Compensation Fund—a nominal but symbolic restitution.

U.S. Attorney Marc Krickbaum emphasized the gravity of the offense, stating that producing child pornography inflicts lifelong harm. The case underscores the persistent threat posed by predators who exploit children behind closed doors—and the federal resolve to bring them to justice, no matter how much time has passed.
