California Man Sentenced for Child Pornography Offenses

Elden Ray Cibart, a 61-year-old man from Redding, California, has been sentenced to 60 months in prison for his involvement in child pornography offenses.

Cibart was convicted of one count of possession of child pornography and three counts of receipt of child pornography after an eight-day bench trial in the Eastern District of California. The evidence presented in court revealed that Cibart began downloading and saving images and videos of child pornography from Internet news groups as early as before 2001.

On January 18, 2006, Redding police officers investigated Cibart’s home after receiving information about his activity. During the search, they found child pornography on one of Cibart’s computers.

At sentencing, two witnesses testified that Cibart had previously molested them when they were young boys.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse. The project marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

The case was prosecuted by Trial Attorney Mi Yung Park of the Child Exploitation and Obscenity Section and Assistant U.S. Attorney Laurel White of the Eastern District of California. The investigation was conducted by the Redding Police Department, U.S. Immigration and Customs Enforcement’s Office of Homeland Security Investigations, and the CEOS’s High Technology Investigative Unit.

Cibart will serve a lifetime term of supervised release after completing his prison sentence. This case serves as a reminder of the importance of addressing child sexual exploitation and abuse, and the efforts of law enforcement agencies and prosecutors in bringing perpetrators to justice.
