Rosario Abel Camargo Banuelos, Fentanyl Trafficking, Washington 2024

Seattle – Federal agents have shattered a Sinaloa Cartel-linked drug distribution ring that was spreading deadly fentanyl, methamphetamine, cocaine, and heroin across western Washington. The operation resulted in multiple arrests, including the brothers at the heart of this lucrative crime syndicate.

Rosario Abel ‘Joaquin’ Camargo Banuelos, 31, and his brother Francisco ‘Fernando’ Camargo Banuelos, 24, are alleged to have been the masterminds behind the operation. They were based in Sinaloa, Mexico, and used semi-trucks to transport massive loads of drugs from California up the coast, reaching as far north as Whidbey Island and as far south as Tacoma.

Acting U.S. Attorney Teal Luthy Miller announced that the brothers were responsible not only for redistributing the drugs but also for profiting from their deadly trade in the Pacific Northwest. Miller emphasized the commitment to hold all conspirators accountable, both domestically and internationally.

The DEA, with assistance from local law enforcement, seized hundreds of pounds of methamphetamine and fentanyl from the group. The fentanyl alone could have resulted in a staggering 6.9 million lethal doses, posing an unimaginable threat to the Seattle-Tacoma metro area. Special Agent in Charge David F. Reames highlighted the relief felt by the community as this poison was removed.

Isabel Villarreal Zapien, 44, a Mexican citizen and truck driver, was also arrested on state charges before being charged federally in the 37-count indictment. This investigation was a testament to interagency collaboration, said Acting Special Agent in Charge Colin Jackson of HSI Seattle.

The ring included several other members such as Jose Mejia Ortiz, Juan Carlos Garcia Olais, Jorge Boneo Nieblas, Ivan Garcia Camacho, Eder Ramirez Pino, and others. Five were charged with firearms violations, and four more were arrested during the takedown. The total number of defendants in this case now stands at 19.
