Carlos Monteiro, 44, Faces 20 Years for Boston Drug Conspiracy

BOSTON – In a major blow to the city’s narcotics trade, Carlos Monteiro, 44, has pleaded guilty to his role in a large-scale drug trafficking conspiracy. The defendant’s admission came on Friday, Aug. 27, 2021, as he faced charges of conspiracy to distribute and to possess with intent to distribute controlled substances.

Monteiro, a Boston native, was indicted in September 2020 as part of a sweeping investigation into a notorious drug trafficking organization. The group, responsible for distributing large quantities of fentanyl, cocaine, and other controlled substances in the greater Boston area, has been the subject of a relentless crackdown by federal and local authorities.

According to court documents, Monteiro participated in the drug trafficking conspiracy as early as 2017, distributing fentanyl on behalf of a co-conspirator. His involvement in the organization’s illicit activities has left a trail of devastation in its wake, with the defendant’s plea deal marking a significant victory for law enforcement.

As part of the plea agreement, Monteiro has agreed to cooperate with authorities, providing valuable testimony in the ongoing probe into the drug trafficking organization. The U.S. District Court Chief Judge F. Dennis Saylor IV has scheduled sentencing for Jan. 10, 2022, with the defendant facing up to 20 years in prison, at least three years and up to life of supervised release, and a fine of up to $1 million.

Acting United States Attorney Nathaniel R. Mendell hailed the guilty plea as a major milestone in the fight against organized crime, saying, "This conviction is a testament to the dedication and perseverance of our law enforcement partners in taking down this notorious drug trafficking organization."

The case was prosecuted by Assistant U.S. Attorneys Sarah Hoefle and John Mulcahy of Mendell’s Criminal Division, with critical assistance from the Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Boston Police Department.

The details contained in the charging documents are allegations. The remaining defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
