Defendant Charged with Involuntary Manslaughter and Assault
A 31-year-old Warm Springs man has been charged with involuntary manslaughter and assault resulting in serious bodily injury following a shooting on the Warm Springs Indian Reservation.
Carlos Ralph Miller-Smith was detained and placed in a patrol vehicle after a witness identified him as the shooter in a residence within the exterior boundaries of the Warm Springs Indian Reservation on October 25, 2025. The victim suffered a gunshot wound to the temple and succumbed to their injuries the next morning.
Miller-Smith made his first appearance in federal court before a U.S. Magistrate Judge, who ordered him detained pending further court proceedings. The Federal Bureau of Investigation and the Warm Springs Police Department are investigating the case.
The case is being prosecuted by Pamela Paaso and Kate Rochat, Assistant U.S. Attorneys for the District of Oregon. A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.
This case is part of Project Safe Neighborhoods (PSN), a program aimed at reducing violent crime and gun violence. The program brings together all levels of law enforcement and the communities they serve to make neighborhoods safer.
