Cecil Monroe Bowman, Heroin Trafficking, West Virginia 2021

A devastating blow to the streets of Huntington, West Virginia, as 66-year-old Cecil Monroe Bowman pleaded guilty to a federal drug charge related to heroin trafficking.

According to court documents, on October 14, 2020, Bowman was pulled over by the West Virginia State Police. After giving Troopers consent to search his vehicle, they found 23 grams of heroin under the driver’s seat. Bowman admitted he intended to sell the heroin.

Bowman pleaded guilty to possession with intent to distribute heroin, a charge that carries a maximum sentence of 20 years in prison. He now faces this harsh punishment when he is sentenced on September 27, 2021.

The investigation was a collaborative effort between the Drug Enforcement Administration (DEA), the Violent Crime and Drug Task Force West, and the West Virginia State Police. Acting United States Attorney Lisa G. Johnston commended the investigative work, stating that it was a crucial step in keeping the community safe.

Bowman’s guilty plea is a significant victory for law enforcement and a reminder of the dangers of heroin trafficking. The consequences of his actions will be severe, and it serves as a warning to others who would engage in similar behavior.

United States District Judge Robert C. Chambers presided over the hearing, while Assistant United States Attorney Stephanie S. Taylor handled the prosecution.
