Linda Natelle Brown, a 43-year-old Texas woman, was the administrator of the Commonwealth of Virginia Campaign (CVC), a charity program for Virginia state employees. From 2017 to 2023, Brown was supposed to steward donations from over 120,000 state government employees, but instead, she embezzled more than $1.5 million. The theft occurred between January 2019 and August 2023, with Brown using the funds for personal spending, including a plastic surgery procedure, luxury hotels, and designer clothing.
Brown’s lavish spending included a $10,400 plastic surgery procedure, a ‘fish pedicure’ spa in Las Vegas, and multiple flight tickets to destinations around the country. She also used the stolen funds to pay for a luxury apartment in Houston, beauty and cosmetic products, and food and alcohol. To conceal her embezzlement, Brown attempted to replenish the funds with a $494,469 U.S. Small Business Administration-backed business loan, which she obtained by making false statements to the lender.
The investigation, which involved the IRS Criminal Investigation Washington D.C. Field Office, U.S. Postal Inspection Service Washington Division, and Office of the Inspector General, led to Brown’s sentencing to four years in prison. The Court also entered a money judgment forfeiture order of $1,581,161. Brown’s case is part of the Trump Administration’s Task Force to Eliminate Fraud.
The embezzlement scheme is a significant blow to the CVC, which promised Virginia state government employees a safe and easy way to donate to their preferred charities. The incident highlights the importance of accountability and transparency in charity programs, and the need for robust measures to prevent and detect fraud.
