Charles City, Iowa – In a gritty tale of gunrunning and mayhem, Franklin Foster, 22, from the town of Charles City, has been sentenced to more than five years in federal prison for being a felon in possession of stolen firearms.
Foster’s crime spree reached its climax on June 11, 2014, when he pleaded guilty after a harrowing chase that spanned three counties. The chase began on April 12, 2014, when Foster attempted to evade officers who were attempting to stop him for driving with a suspended driver’s license.
The defendant’s high-speed escape ended up being a race against time and law enforcement. During the pursuit, Foster barreled through stop signs, ditches, and residential neighborhoods at speeds exceeding 95 miles an hour. In a chilling twist, he made threatening phone calls to authorities, vowing to shoot officers.
After deflating Foster’s tires with stop sticks, a tense standoff ensued during which the defendant displayed firearms. Eventually, officers convinced Foster to surrender the weapons. The charges were not just for possession but also for the previous felony of Theft 2nd Degree, which Foster had faced in Floyd County District Court in 2012.
United States District Court Chief Judge Linda R. Reade sentenced Foster to seventy-one months’ imprisonment at a hearing held in Cedar Rapids. A special assessment of $100 was levied, and Foster is also obligated to serve a three-year term of supervised release post-prison sentence. Federal parole is not an option for Foster.
The prosecution was led by Assistant United States Attorney C.J. Williams, with the ATF, Charles City Police Department, Floyd County Sheriff’s Office, and Iowa State Patrol contributing to the investigation.
