Muscatine Man Receives 11-Year Prison Sentence for Receiving Child Pornography

DAVENPORT, Iowa – A Muscatine man has been sentenced to 132 months in prison for receiving child pornography, announced United States Attorney Marc Krickbaum. Charles Steven Dickenson, 67, was also ordered to serve five years of supervised release following his imprisonment.

The investigation began in 2016 when an FBI agent identified a computer on the BitTorrent network that appeared to be related to the distribution of child pornography. The agent downloaded over 1,100 files from Dickenson’s shared files, which depicted prepubescent children, including infants and toddlers, engaged in sexually explicit conduct.

Dickenson admitted to downloading thousands of child pornography files over the course of five and one-half years. He was charged with one count of receiving child pornography after he pled guilty on January 11, 2019.

The U.S. Attorney’s Office for the Southern District of Iowa prosecuted the case, with the FBI and National Center for Missing and Exploited Children (NCMEC) leading the investigation. The case highlights the importance of online monitoring and the severe consequences of child pornography distribution.

As part of his sentence, Dickenson will have to pay $100 to the Crime Victims’ Fund, pay $36,000 in restitution, and comply with the sex offender registry requirements upon release.

The case serves as a reminder that law enforcement agencies will vigorously investigate and prosecute those involved in the distribution of child pornography. The community can breathe a sigh of relief knowing that justice has been served in this case.
