James Morgan, alias Karactus Blome, was handed a 29-month prison sentence for his possession of chemical weapon precursors in a hearing held on August 1, 2025. The sentence, announced by Acting United States Attorney Richard G. Frohling, comes after Morgan pled guilty to violating Title 18, United States Code, Section 229(a), which pertains to the possession of chemicals intended for harmful purposes.
According to court documents, the FBI uncovered a trove of precursor chemicals during a December 21, 2023, search warrant at Morgan’s storage unit. The substances were found in conjunction with Morgan’s academic background in chemistry from the University of Wisconsin–Whitewater and his self-identified role as a weapon designer.
In a chilling video, Morgan displayed the chemicals and declared their potential to produce significant quantities of chlorine gas. He had previously expressed concerns about government agents not being prepared for such an attack, discussing plans to manufacture enough chlorine gas to impact around twenty law enforcement officers. The FBI Laboratory confirmed that the chemicals possessed by Morgan could indeed result in rapid, life-threatening health effects.
United States District Judge Brett Ludwig emphasized the gravity of chlorine gas and highlighted the defendant’s awareness of the potential harm. “The defendant’s conduct posed a serious risk to others,” said Frohling, noting Morgan’s discussion of weapons and opposition to law enforcement and individuals with different backgrounds.
FBI Milwaukee Special Agent in Charge Michael Hensle commented on the threat posed by Morgan’s actions, emphasizing the FBI’s commitment to preventing the acquisition and use of weapons of mass destruction. “Mr. Morgan obtained chemicals with intent to manufacture chemical weapons,” Hensle said, noting that Morgan is already serving a two-year sentence for possessing destructive devices.
