James Morgan, Chemical Precursor Possession, Wisconsin 2025

James Morgan, also known as Karactus Blome, faced a 29-month sentence for his possession of chemical weapon precursors. The Eastern District of Wisconsin’s Acting U.S. Attorney Richard G. Frohling announced the sentence on August 1, 2025.

Morgan, an ex-University of Wisconsin–Whitewater chemistry student, had admitted to possessing chemicals that could combine to create chlorine and chlorine gas. In a chilling video, he described his intent to produce large amounts of chlorine quickly, claiming it could overwhelm enemies unprepared for such an attack.

According to court documents, Morgan had been in contact with other individuals, discussing the potential for creating massive quantities of chlorine gas and even plotting against government agents. The FBI Laboratory confirmed that the chemicals possessed by Morgan had the potential to cause rapid and serious health effects, including death.

Judge Brett Ludwig highlighted the dangers of chlorine gas and emphasized the need for deterrence in his sentencing remarks. Acting U.S. Attorney Frohling praised the collaborative efforts of law enforcement agencies involved in bringing Morgan to justice.

FBI Milwaukee Special Agent in Charge Michael Hensle noted that Morgan already served a two-year sentence for possessing destructive devices. The agency vowed to continue working with partners to prevent the acquisition and use of weapons of mass destruction.

The case was investigated by the FBI, with Assistant U.S. Attorney John Scully and Trial Attorney Justin Sher from the National Security Division, Counterterrorism Section, handling the prosecution.
