Chinese Scholars at U of M Accused of Biological Smuggling

DETROIT, Mich – Three Chinese nationals from the University of Michigan (UM) have been charged with conspiracy to smuggle biological materials into the United States. Xu Bai, 28, Fengfan Zhang, 27, and Zhiyong Zhang, 30, are accused of collaborating to bring hazardous substances into the country under the guise of research.

“Attempting to smuggle dangerous biological materials is a severe threat to national security,” said Attorney General Pamela Bondi. “Our vigilance will not waver against such threats from foreign nationals.”

The trio, all J-1 visa holders, were conducting research at the Shawn Xu laboratory at UM. They allegedly received shipments of concealed biological materials related to roundworms sent from China by Chengxuan Han, a fellow Chinese national who has pleaded guilty to smuggling and false statements.

“The termination of these scholars following an internal investigation into their activities makes them eligible for removal,” stated Secretary of Homeland Security Kristi Noem. “Under President Trump’s leadership, we are determined to prevent foreign criminals from exploiting visa programs.”

The defendants attempted to leave the country on October 15 and 16, 2025, but were intercepted by federal agents. During an inspection by U.S. Customs and Border Protection (CBP), Zhiyong Zhang made false statements about Han’s involvement.

“This case highlights the necessity of protecting America’s security,” said United States Attorney Jerome F. Gorgon, Jr. “We are grateful for the dedication of our federal partners in combating this threat.”
