Reedsburg Woman Sentenced to 18 Months in Federal Prison for Fentanyl Trafficking

MADISON, WIS. – Chrystal D. Mueller, a 41-year-old woman from Reedsburg, Wisconsin, was sentenced to 18 months in federal prison for conspiring to distribute and possess with intent to distribute fentanyl.

Mueller pleaded guilty to the charge on September 4, 2025, and was sentenced by Chief U.S. District Judge James D. Peterson on February 7, 2023. She will also serve 3 years of supervised release after her prison term.

The investigation revealed that Mueller and others worked together to distribute fentanyl pills in Wisconsin between January 14, 2022, and April 8, 2022. The drugs were sent from California and mailed to residences associated with Mueller, who would then distribute them locally. Mueller received a discount on the fentanyl for her part in the conspiracy.

In rejecting Mueller’s request for a probationary sentence, Judge Peterson noted that Mueller participated in the conduct for almost two years and brought her then-significant other into the conspiracy.

Other individuals involved in the fentanyl trafficking operation were also sentenced. Kenneth O. Phillips, 40, of Wisconsin Dells, Wisconsin, who was the local leader of the group, was sentenced on November 21, 2025, to six years in prison. Brandon Stevens, 40, of Wisconsin Dells, Wisconsin, who worked as a mail carrier for the United States Postal Service, was sentenced on November 20, 2025, to a year and a day in prison. Stevens was responsible for picking up parcels containing drugs on his route and bringing them to his partner, Mueller.

The investigation was conducted by the United States Postal Inspection Service, Wisconsin Department of Justice Division of Criminal Investigation, the Sauk County Sheriff’s Office, and the Wisconsin State Patrol. Assistant U.S. Attorney Steven P. Anderson prosecuted the case as part of the U.S. government’s Operation Take Back America, a nationwide initiative to combat violent crime and dismantle transnational criminal organizations.
