Norville Clarke, a 56-year-old Maryland man, has been sentenced to 40 months in prison for his role in a cocaine trafficking conspiracy that spanned from California to Maryland. Clarke, of Clarksburg, Maryland, pleaded guilty in March 2026 to conspiracy to distribute controlled substances. His co-conspirator, Daniel Cruz, 39, of Los Angeles, California, is still awaiting sentencing.
The investigation into the conspiracy began in March 2023, when the Maryland State Police seized a parcel containing approximately two kilograms of cocaine. The parcel was mailed from the Los Angeles area and was destined for Clarke’s auto-repair shop in District Heights, Maryland.
Through surveillance and investigation, law enforcement linked Cruz to the narcotics and identified him on footage dropping off a freight shipment at a shipping company. The shipment was destined for Clarke’s auto-repair shop, where it’s alleged the cocaine was distributed.
Clarke’s sentence was handed down by U.S. District Judge Paula Xinis, with the U.S. Attorney for the District of Maryland, Kelly O. Hayes, announcing the sentence alongside representatives from the U.S. Postal Inspection Service, Drug Enforcement Administration, Maryland State Police, Montgomery County Police Department, and Prince George’s County Police Department.
