A Baltimore County man, James Carroll Erny Jr., has been sentenced for bribing a Baltimore City finance official, Joseph Gillespie, in exchange for extinguishing his financial obligations to the city. The bribery scheme, which lasted from December 2019 to August 2023, involved Erny paying at least $25,000 in bribes to Gillespie, resulting in losses of over $145,000 to the City of Baltimore.
Erny, who owned multiple properties in Baltimore City, would pay Gillespie in cash, often in envelopes containing up to $1,000, or through Cash App and Zelle. The bribes were paid in exchange for Gillespie delaying, removing, or extinguishing financial obligations, including unpaid citations, tax obligations, and water obligations.
The scheme was uncovered by the FBI, SBA-OIG, and Baltimore County Police Department, leading to Erny’s conviction and sentencing to 13 months in prison, followed by eight months of home confinement.
The case highlights the ongoing issue of public corruption in Baltimore, where officials are abusing their positions of trust for personal gain.
