Colombian Drug Kingpin Sentenced in New Orleans

A former U.S. Attorney’s Office Assistant U.S. Attorney who served for nearly 35 years in the New Orleans area has passed away. Albert J. Winters, Jr. spent nearly four decades fighting crime in the city, leaving behind a legacy of high-profile cases.

Winters, who graduated from Loyola Law School in 1968, joined the U.S. Attorney’s Office in 1972 as an Assistant U.S. Attorney. He went on to hold various positions, including Chief of Narcotics, Chief of the Criminal Division, First Assistant U.S. Attorney on two occasions, and Senior Litigation Counsel.

One of Winters’ most notable cases was the prosecution of Carlos Marcello, the notorious Colombian drug kingpin. Marcello was known for his involvement in high-level cocaine trafficking, and Winters’ efforts led to his conviction.

Winters also played a key role in the prosecution of Charles Roemer, the sitting Louisiana Commissioner of Administration. Roemer was accused of corruption and embezzlement, and Winters’ work helped secure his conviction.

Additionally, Winters was instrumental in the prosecution of the Gem Stone marijuana conspiracy case. This case resulted in 117 convictions, including law enforcement officers and a State Judge. The prosecution also led to the seizure of over one and a quarter million pounds of marijuana and approximately $25 million in forfeiture.

The U.S. Attorney’s Office in the Eastern District of Louisiana is hosting a memorial service to celebrate Winters’ life and service. The event will take place on Tuesday, July 2, 2013 from 5:00 p.m. to 7:00 p.m. at the Cannery, located at 3803 Toulouse St. in New Orleans.

Winters’ dedication to justice and his commitment to fighting crime in the New Orleans area will not be forgotten. His legacy continues to inspire those who served with him, and his memory will be honored through the many lives he touched during his career.
