PORT-AU-PRINCE, HAITI – Jean Eliobert Jasme, a notorious Haitian cocaine kingpin known by aliases such as ‘Tio Loco’ and ‘Eddy One,’ was sentenced to 108 months in federal prison for leading an international drug trafficking ring. The sentence, handed down on September 18, 2025, also includes four years of supervised release and a staggering $1,000,000 fine.

Jasme, aged 63, pleaded guilty to conspiring to distribute at least 500 grams of cocaine with the intent that it would be imported into the United States illegally. According to court documents, between February 2019 and March 2022, he orchestrated the smuggling of large quantities of cocaine from Colombia or Venezuela through Haiti, the Dominican Republic, and ultimately to the United States.

The defendant operated a sophisticated network with personnel, aircraft, and boats at his disposal for transporting the illegal substance. He charged a commission ranging between 25% and 30% of each cocaine shipment, demonstrating his control over the lucrative trade.

In early 2022, Jasme was in the midst of arranging the shipment of up to 4,000 kilograms of cocaine from Colombia to the Bahamas when law enforcement intervention thwarted his plans. He was apprehended by the Haitian National Police and later extradited to the United States for prosecution.

This case was a result of a collaborative effort between the DEA Port-au-Prince Country Office, the Milwaukee DEA Field Office, and the Haitian National Government, including the Haitian Ministry of Justice, the Haitian National Police, and La Brigade de Lutte contre le Trafic de Stupéfiants (BLTS). Assistant United States Attorneys Robert J. Brady, Jr., and Gail J. Hoffman led the prosecution.

Jasme’s message to his Colombian cocaine broker, detailing his plans for shipping massive quantities of cocaine, highlights the scale of his operation: ‘4000 [kilograms] is nothing, brother. I can schedule that on the C90, 500 [kilograms] per trip, two trips a week without any headaches. In four weeks, we have 4000 [kilograms] here [i.e., Haiti]. In three months, I tell you, three months, the maximum of four months, put four thousand [kilograms] again … I have people who are waiting for work, who are waiting for food [i.e., cocaine].’ The sentencing marks a significant victory in the fight against drug trafficking.
