Joe Michael Cruz, Human Smuggling, Texas 2024

McALLEN, Texas – The border just coughed up another batch of predators. Joe Michael Cruz, 64, of Rio Grande City, along with Elbis Lisandro Moreno Uruqia, 19, and Jesus Felipe Hernandez Rangel, 21, are facing federal human smuggling charges after a sloppy operation led to the discovery of 33 illegal aliens, announced U.S. Attorney Nicholas J. Ganjei. This isn’t a rescue mission; it’s a bust.

The heat came down early July 17th when Cruz rolled up to the Hebbronville Border Patrol (BP) Checkpoint driving a truck with a box trailer. BP officers weren’t impressed with the uneven weight distribution. A search revealed 24 aliens crammed inside, and Moreno, hiding amongst them. The complaint alleges Moreno wasn’t a passenger, but a paid hand in the operation. Authorities also allege this wasn’t their first rodeo – the pair allegedly moved 18 aliens just two weeks prior. The stench of desperation and profit hangs heavy over this case.

Two of the transported aliens spilled the beans on a stash house in Mission, Texas. Acting on that intel, authorities secured a search warrant and found another 10 illegal aliens being harbored at the location, along with Jesus Felipe Hernandez Rangel, identified as the caretaker. Rangel wasn’t providing shelter out of the goodness of his heart; he was allegedly paid to keep the aliens hidden. The whole operation reeks of callous disregard for human life, all for a quick buck.

All three men – Cruz, Moreno, and Rangel – are scheduled for an initial appearance before U.S. Magistrate Judge Nadia S. Medrano at 10 a.m. If convicted, each faces a maximum of 10 years in federal prison and a hefty $250,000 fine. These aren’t victimless crimes. They exploit vulnerable people and enrich criminal organizations. Justice needs to be served.

The investigation was a joint effort by Immigration and Customs Enforcement – Homeland Security Investigations and the Homeland Security Task Force, with support from the BP. Assistant U.S. Attorney Devin V. Walker is handling the prosecution. This bust is part of “Operation Take Back America,” a nationwide push to dismantle cartels and transnational criminal organizations. The feds are throwing everything they have at the border, and rightly so.

Let’s be clear: a criminal complaint is just that – an accusation. Cruz, Moreno, and Rangel are presumed innocent until proven guilty through due process of law. But the evidence suggests a calculated and cynical operation, and the Grimy Times will be watching closely to ensure these alleged smugglers face the full weight of the law. This is about more than just border security; it’s about stopping the exploitation of human beings.
