MINNEAPOLIS – Complementary Support Services (CSS), led by TERI DIMOND and HERBERT STOCKLEY, has agreed to cough up $4.52 million to resolve allegations of fraudulent billing against Medicaid, the joint federal-state healthcare program for low-income Minnesotans.
The settlement comes after a federal investigation revealed CSS, between 2007 and 2016, violated clinical supervision requirements and billed for time completing paperwork as face-to-face services, both illegal under Medicaid programs. DIMOND and STOCKLEY personally agreed to pay $400,000 and $120,000 respectively, while CSS paid the government’s share of $4 million.
Acting U.S. Attorney Gregory G. Brooker emphasized, ‘These settlements show our commitment to protecting federal healthcare programs from exploitation.’ The investigation also exposed DIMOND transferring $2 million in Medicaid funds to a Wisconsin-based nonprofit she founded.
Lamont Pugh III of the U.S. Department of Health & Human Services’ Office of Inspector General warned, ‘Deviating from legal requirements for profit is unacceptable. We’ll continue holding those accountable who seek to wrongfully obtain taxpayer dollars.’
Assistant U.S. Attorney David Fuller praised law enforcement partners and whistleblowers for their role in recovering the funds.
