Damon Louther, Officer-Involved Shooting, New York 2025

BROOKLYN, NY – Damon Louther, 34, is dead after a violent confrontation with New York City Police Department officers on May 13, 2025. The incident, stemming from a reported domestic dispute, culminated in an officer-involved shooting that has now been deemed legally justified by New York Attorney General Letitia James’ Office of Special Investigation (OSI).

According to OSI’s Notification of Investigative Findings released today, officers responded to a 911 call regarding a disturbance at a Brooklyn apartment. Upon arrival, they encountered Louther in the hallway brandishing a large knife. Witnesses – and now, body-worn camera footage released by OSI – show Louther actively advancing toward the responding officers, making the chilling statement: “you’re gonna have to put a bullet in me.”

The situation escalated rapidly. One officer deployed a Taser, making direct contact with Louther. However, the suspect reportedly ripped the Taser prongs from his body and continued his advance. Faced with an immediate threat, a second officer discharged his firearm, striking Louther. Paramedics rushed Louther to a local hospital, where he was pronounced dead. A recovered knife was logged as evidence at the scene.

OSI, mandated by New York State Executive Law Section 70-b to investigate potential deaths caused by police action, conducted a thorough review of the incident, including analysis of the body-worn camera footage. The investigation encompassed all factors – on-duty/off-duty status of the officers, armed/unarmed status of the decedent, and whether the decedent was in custody. In this case, the office concluded that a prosecutor would be unable to disprove beyond a reasonable doubt that the officers’ use of deadly force was justified under the law.

“This wasn’t a clean situation,” a source within OSI told the Grimy Times. “The officers were responding to a domestic call, and it quickly became a life-or-death scenario. The suspect made explicit threats and continued to advance with a weapon, even after being tased. The evidence supports the officers’ actions.” While OSI has determined no further prosecution is warranted, a final Investigation Report detailing the full findings will be released at a later date.

The case highlights the increasingly fraught encounters faced by law enforcement responding to domestic disturbances, and the split-second decisions officers are forced to make in potentially lethal situations.
