David Taylor, 29, of Blackwood, New Jersey, is facing federal charges after being indicted on counts of producing child pornography, transporting a minor to engage in sexual activity, and committing a felony while required to register as a sex offender. The indictment, announced by the U.S. Attorney’s Office for the Middle District of Pennsylvania, centers on a three-day span in July 2017 when Taylor allegedly brought a minor from Pennsylvania to New Jersey for sexual exploitation.
According to U.S. Attorney David J. Freed, the charges stem from conduct between July 15 and July 18, 2017, during which Taylor not only transported the minor across state lines with intent to commit criminal sexual activity but also produced explicit material involving the child. The indictment explicitly states that Taylor was a registered sex offender at the time—making the offenses even more severe under federal law.
Taylor now faces a mandatory minimum of 15 years in prison and up to 30 years for the child pornography charge. The transportation charge carries a mandatory 10-year sentence with a possible life term. An additional 10-year mandatory minimum applies for committing a felony while on the sex offender registry. The maximum fine across charges is $750,000.
The investigation was a multi-jurisdictional effort involving the Camden County Prosecutor’s Office, Gloucester Township Police Department, Pennsylvania State Police, and the Federal Bureau of Investigation. Assistant U.S. Attorney Alisan VanFleet is leading the prosecution, underscoring the federal weight being placed on the case.
This case was brought under Project Safe Childhood, the Justice Department’s nationwide initiative launched in 2006 to combat child sexual exploitation. The program combines federal, state, and local law enforcement resources to identify, rescue, and protect child victims while aggressively prosecuting offenders.
It is important to note that indictments are not convictions. David Taylor is presumed innocent until proven guilty in a court of law. Sentencing, should a conviction occur, will be determined by a federal judge weighing statutory guidelines, the nature of the offenses, and the defendant’s criminal history.
