Scott Joseph Payne, Coercion and Enticement, Pennsylvania 2024

A federal indictment has been handed down against a McKeesport man accused of coercing and enticing minors into engaging in illegal sexual activities.

Scott Joseph Payne, 31, has been charged with three counts of coercion and enticement of a minor to engage in illegal sexual activity, three counts of production of material depicting the sexual exploitation of a minor, and one count of possession of material depicting the sexual exploitation of a minor.

According to the indictment, Payne used coercion and enticement to persuade individuals under the age of 18 to engage in sexually explicit conduct on two separate occasions in 2017.

The indictment also alleges that Payne unlawfully possessed photographs and videos depicting minors engaged in sexually explicit conduct in June 2017.

The charges carry a maximum total sentence of 90 years in prison, a fine of $1,750,000.00, or both.

Assistant United States Attorney Carolyn J. Bloch is prosecuting the case on behalf of the government.

The Federal Bureau of Investigation and the Bloomfield, New Jersey Police Department conducted the investigation leading to the indictment.

An indictment is an accusation, and Payne is presumed innocent unless and until proven guilty.
