Waubay Woman Sentenced to 27 Months in Federal Prison

Wauby, SD – Dawn Block, a 53-year-old woman from Waubay, South Dakota, was sentenced to 27 months in federal prison for embezzling $222,801.72 from the United Sioux Tribes of South Dakota Development Corporation (USTDC).

According to court documents, Block was employed as an agent of USTDC between October 2018 and May 2019. During this time, she embezzled, stole, obtained by fraud, and intentionally misapplied property of USTDC, an organization receiving Federal funds.

The investigation revealed that Block misapplied property worth at least $5,000, including payroll advances, cash withdrawals, awards and bonuses, duplicate pay, and additional unsupported payments.

As part of her sentence, Block will also serve 3 years of supervised release and pay restitution in the amount of $222,801.72. Of this amount, $68,569.78 will be paid to the U.S. Department of Labor, and $154,231.95 will be paid to the governing entities that formerly comprised the USTDC.

The case was brought as part of The Guardians Project, a federal law enforcement initiative aimed at promoting citizen disclosure of public corruption, fraud, and embezzlement involving federal program funds, contracts, and grants.

Assistant U.S. Attorney Michael J. Elmore prosecuted the case, which was investigated by the Federal Bureau of Investigation and the U.S. Attorney’s Office.

Block was released following sentencing but was ordered to self-report to the custody of the U.S. Marshals Service on May 18, 2021.
