CLARKSBURG, WEST VIRGINIA — A Detroit man tied to a heroin ring that pumped poison into West Virginia communities has been slammed with an 8-year prison sentence. Anthony Foy, 42, also known as ‘Duke,’ was sentenced today to 100 months behind bars for aiding and abetting the distribution of heroin, U.S. Attorney Bill Powell confirmed.
Foy admitted his guilt in September 2019, pleading guilty to one count of ‘Aiding and Abetting Distribution of Heroin’—a charge stemming from a controlled sale in October 2017 in Monongalia County. The transaction was part of a larger investigation targeting out-of-state traffickers exploiting the region’s opioid crisis.
Court documents reveal Foy wasn’t just a minor player—he coordinated and delivered heroin, fueling addiction and endangering public safety in communities already ravaged by the drug epidemic. His alias, ‘Duke,’ was well known to investigators tracking the flow of narcotics from the Midwest into central Appalachia.
The case was prosecuted by Assistant U.S. Attorney Zelda E. Wesley, who emphasized the federal crackdown on external traffickers preying on vulnerable populations. ‘This sentence sends a message: we’re watching who brings this poison across state lines,’ Wesley stated.
Investigation was led by the Mon Metro Drug & Violent Crimes Task Force, a HIDTA-funded initiative combining local, state, and federal resources, alongside the West Virginia State Police. Their work dismantled a network that relied on secrecy, coded language, and interstate routes to evade capture.
U.S. District Judge Thomas S. Kleeh handed down the sentence, citing the severity of the offense and Foy’s role in perpetuating a deadly trade. Foy will serve 100 months in federal prison, followed by supervised release. The feds say they’re not slowing down in targeting heroin suppliers from outside the state who flood West Virginia with deadly drugs.
