Devonne L. Walker, 36, of Lady Lake, Florida, is locked up for 25 years after being sentenced by U.S. District Judge Roy B. Dalton, Jr. for masterminding one of the largest drug conspiracies in recent Lake County history. The Ocala man pleaded guilty on July 28, 2021, to conspiracy to distribute controlled substances, but the full scope of his operation only came to light during sentencing.
From 2018 to 2019, Walker ran a trans-state narcotics pipeline, directing accomplices in Phoenix, Arizona, to ship parcels packed with methamphetamine, cocaine, heroin, and marijuana to central Florida. Federal evidence shows he imported over 100 kilograms of meth, more than 50 kilograms of cocaine, over 1 kilogram of heroin, and another 50 kilograms of marijuana—all funneled into the Middle District of Florida through his command.
Walker wasn’t just moving weight—he was running a cartel-style distribution network, controlling supply chains and downstream dealers with military precision. His operation relied on deception, smuggling drugs through the mail with help from corrupt logistics channels. The U.S. Postal Service Inspection Service later confirmed multiple parcels were tampered with or misrouted to evade detection.
His reign ended on June 25, 2021, when Lake County Sheriff’s deputies arrested him in Leesburg. They found a stolen firearm on his person, along with 260 grams of methamphetamine, more than 80 grams of fentanyl—a lethal synthetic opioid—and traces of marijuana and cocaine. The weapons charge alone could have added years, but it was the scale of the conspiracy that sealed his quarter-century sentence.
Two co-conspirators were charged alongside Walker: one has already pleaded guilty and awaits sentencing, while another is set to stand trial in January 2022. A fourth accomplice, charged separately, has also pleaded guilty and is awaiting court action. Investigators say the network extended beyond Florida, with wire transfers and burner phones linking suppliers across state lines.
The case was led by the Drug Enforcement Administration, with critical support from the Lake County Sheriff’s Office, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Homeland Security Investigations, and the U.S. Postal Service Inspection Service. Assistant U.S. Attorney Michael P. Felicetta prosecuted, calling Walker the ‘architect of a poison pipeline’ that flooded Central Florida with deadly drugs.
