Devro Hebron, Attempted Provision of Contraband to an Inmate, Pennsylvania 2019

SCRANTON – In a shocking case of prison corruption, a United States District Judge has sentenced Devro Hebron, a 38-year-old inmate from the District of Columbia, to 24 months’ imprisonment for attempting to smuggle Suboxone into the United States Penitentiary, Canaan, located in Waymart, Pennsylvania.

The sentence, handed down by Judge Malachy E. Mannion, is set to run consecutively to the federal prison sentence that Hebron was already serving at the time of the offense. The exact date of the offense was January 19, 2019.

According to the United States Attorney’s Office for the Middle District of Pennsylvania, Hebron, with the assistance of a prison visitor, attempted to smuggle Suboxone, an opiate and narcotic drug, into the prison as part of a plan to sell the Suboxone strips for profit to other inmates. Hebron’s visitor, Sierra Lynn Holland, was separately prosecuted and convicted for her role in providing Hebron with the contraband.

The case was investigated by the Federal Bureau of Investigation (FBI) and the Federal Bureau of Prisons Special Investigative Service. The case was prosecuted by Assistant United States Attorney Jeffery St. John.

Hebron’s actions demonstrate a blatant disregard for the law and a willingness to exploit the vulnerabilities of the prison system for personal gain. The sentence sends a strong message that such behavior will not be tolerated.

The United States Attorney’s Office for the Middle District of Pennsylvania has vowed to continue to crack down on corruption and ensure that justice is served.
