Men Sentenced for Conspiracy to Distribute Methamphetamine and Fentanyl in Kansas City, MO

Two Kansas City, MO men have been sentenced for their role in a conspiracy to distribute methamphetamine and fentanyl. Donnique H. Kelley, also known as ‘Banks’, 36, was sentenced to 200 months in federal prison without parole for participating in a conspiracy to distribute 500 grams or more of methamphetamine and 40 grams or more of fentanyl.

Kelley’s co-conspirator, Eugene Thomas, also known as ‘Texas’, 55, was sentenced to 135 months in federal prison without parole for participating in a conspiracy to distribute 50 grams or more of methamphetamine and 40 grams or more of fentanyl. Both men were found guilty of engaging in a multi-state conspiracy that involved the distribution of fentanyl pills, fluor-fentanyl, cocaine, and methamphetamine.

According to court documents, Kelley, Thomas, and others sold fentanyl pills, fluor-fentanyl, cocaine, and methamphetamine to law enforcement between Oct. 19, 2022, and Dec. 13, 2023. During the investigation, law enforcement conducted multiple controlled purchases from Thomas, Kelley, and others.

In addition, on Sept. 12, 2023, following a car stop on East 63rd Street, Kansas City, MO, a co-conspirator and source of supply of fentanyl and methamphetamine for the conspiracy was found in possession of 4.45 kilograms of methamphetamine, 2.02 kilograms of marijuana, and $14,382.

Assistant U.S. Attorney Brad K. Kavanaugh is prosecuting the case, which was investigated by the Drug Enforcement Administration, Homeland Security Investigations, the Jackson County Drug Task Force, the Kansas City, Missouri Police Department, and the Overland Park, Kansas Police Department.

This case is part of the Homeland Security Task Force (HSTF) initiative, which aims to eliminate criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad.
