Donovan K. Munter, a 21-year-old from Kansas City, Mo., pleaded guilty today to possessing child pornography, admitting to hoarding hundreds of illicit videos and images depicting the sexual abuse of children as young as three.
Munter waived his right to a grand jury and entered his plea before U.S. District Judge Howard F. Sachs, facing a federal charge of possession of child pornography. The case was brought by the U.S. Attorney’s Office for the Western District of Missouri, with U.S. Attorney Tammy Dickinson confirming the prosecution.
The investigation began in February 2015, when federal agents monitoring a peer-to-peer file-sharing network traced a stream of child pornography directly to Munter’s computer. By June 4, 2015, Homeland Security Investigations executed a search warrant at his residence, seizing multiple computers and digital storage devices.
Forensic analysis uncovered the disturbing scale of Munter’s collection: more than 1,200 images and over 300 videos of child sexual abuse. The material included explicit content involving toddlers, some as young as three years old, stored and shared via unsecured networks accessible to others.
Under federal law, Munter now faces up to 10 years in federal prison without parole. While the statutory maximum is set by Congress, the actual sentence will be determined by the court, guided by advisory sentencing guidelines and findings from a presentence investigation conducted by the U.S. Probation Office. A sentencing date has not yet been set.
The case was prosecuted by Assistant U.S. Attorney David Luna and investigated by Immigration and Customs Enforcement’s Homeland Security Investigations (HSI). It was part of Project Safe Childhood, a Justice Department initiative launched in 2006 to combat child sexual exploitation through coordinated federal, state, and local efforts aimed at apprehending offenders and rescuing victims.
