Douglas E Sands, Child Pornography Possession, Missouri 2023

Douglas E. Sands, 56, of Lee’s Summit, Mo., is going to federal prison for five years without parole after pleading guilty to possessing child pornography. The sentence, handed down by U.S. District Judge Gary A. Fenner, marks the end of a federal investigation that uncovered a disturbing digital archive of child sexual abuse material stored on his personal devices.

Sands admitted during court proceedings that he had been consuming child pornography for nearly two decades. On May 24, 2016, he pleaded guilty to the charge after federal agents traced multiple downloads of suspected child porn through a peer-to-peer file-sharing network linked directly to his residence.

The digital raid came on February 19, 2015, when FBI agents and members of the Internet Crimes Against Children Task Force executed a search at Sands’ home. They seized a desktop computer and two thumb drives. Forensic analysis revealed approximately 1,326 illicit photos and 203 videos depicting the sexual abuse of children—material investigators say he actively collected over years.

U.S. Attorney Tammy Dickinson, head of the Western District of Missouri, confirmed the sentencing in a press release from the Department of Justice. She emphasized that possession crimes like Sands’ feed an ecosystem of abuse, where every download equates to a child being victimized again.

The case was prosecuted by Assistant U.S. Attorney David Luna and investigated by a joint effort between the FBI and state-level cybercrime units. Authorities say digital footprints left on file-sharing platforms continue to lead them to offenders who believe they’re operating in the shadows.

This prosecution was part of Project Safe Childhood, a DOJ initiative launched in 2006 to dismantle networks of child exploitation. The program combines federal, state, and local law enforcement to target offenders and rescue victims. For more information, visit www.usdoj.gov/psc.
