Council Bluffs Men Sentenced for Methamphetamine and Fentanyl Conspiracy

Two men from Council Bluffs, Iowa, have been taken off the streets after being sentenced for their roles in a methamphetamine and fentanyl conspiracy.

Douglas Marqueis Louis, 45, was sentenced on August 28, 2024, to a 210-month prison term. He was found to be involved in the distribution of methamphetamine and fentanyl in the Council Bluffs metropolitan area.

Nikolas Alan Koebel, 27, was sentenced on September 20, 2024, to a 100-month prison term. Koebel was involved in six controlled purchases of fentanyl made by law enforcement.

During a search warrant at Louis’s residence in December 2023, law enforcement located more than three pounds of methamphetamine, over one pound of marijuana, over an ounce and a half of cocaine, and more than $13,000 in cash. Some of the cash was found to be from a controlled purchase of fentanyl made from Koebel.

After completing their prison terms, Louis and Koebel will each be required to serve a five-year term of supervised release. There is no parole in the federal system.

Richard D. Westphal, United States Attorney for the Southern District of Iowa, made the announcement regarding the sentencing of the two men.

This case was investigated by the Southwest Iowa Narcotics Enforcement, Council Bluffs Police Department, and Omaha Police Department.
