Dong Hwan Kim, Child Pornography and Extortion, California 2023

LOS ANGELES – A Downey man, Dong Hwan Kim, 27, has been apprehended on federal charges for possession of child pornography and extortion after an FBI sting operation. The arrest is tied to his suspected membership in the nihilistic extremist group known as “764”.

Kim was nabbed at his residence by the FBI’s Joint Terrorism Task Force (JTTF) following a search warrant execution, with the initial appearance set for today in U.S. District Court in Los Angeles.

The complaint reveals that Kim is accused of entwining several minor females into producing and sending him explicit images between 2022 and the present. He is alleged to have extorted these victims by threatening to expose the material to family members unless they continued to comply with his demands for more pictures and videos.

Kim’s involvement in the online network “764” is cited as a factor in his arrest, this group being recognized by the FBI as a Nihilistic Violent Extremism (NVE) organization. The complaint indicates that 764 members engage in criminal activities such as targeting children for sexual exploitation to promote social unrest and dismantle current societal structures.

Incidents detailed in the complaint include Kim luring minors into producing child pornography, threatening to disseminate nude photos to their families, and orchestrating a range of harmful acts including self-harm and violence against animals. During the search, agents discovered several child sexual abuse material (CSAM) videos and photographs in Kim’s possession.

Kim operated under online aliases such as “Ryzen” and “Lobster”, with the FBI suggesting that there may be unidentified victims. The public is encouraged to contact the FBI if they have been a victim or aware of any victims of Kim. If convicted, Kim faces up to 20 years in federal prison. The investigation is ongoing with support from local law enforcement.
