Aggravated Sexual Abuse and Kidnapping Charges in Rapid City
RAPID CITY – A disturbing case of Aggravated Sexual Abuse and Kidnapping has shaken the community of Oglala, South Dakota. Drace Dreaming Bear, a 21-year-old man, has been indicted by a federal grand jury for three counts of Aggravated Sexual Abuse and Kidnapping.
According to the indictment, Dreaming Bear allegedly kidnapped, confined, and sexually abused a female victim between December 3 and 4, 2022. The maximum penalty upon conviction for each charge is life in prison and/or a $250,000 fine, a mandatory minimum of five years up to life of supervised release, and $100 to the Federal Crime Victims Fund for each count of conviction. Restitution may also be ordered.
The investigation is being conducted by the Oglala Sioux Tribe Department of Public Safety, with Assistant U.S. Attorney Megan Poppen leading the prosecution. Dreaming Bear was released on bond pending trial, with a scheduled trial date of August 15, 2023.
The charges against Dreaming Bear are merely accusations, and he is presumed innocent until and unless proven guilty. The community is left reeling from this disturbing incident, and many are calling for justice to be served.
