GREAT FALLS, MT – A flurry of federal arraignments this week in Montana paints a grim picture of criminal activity plaguing the state. From a multi-agency investigation into a methamphetamine conspiracy to horrific charges of sexual abuse, the U.S. Attorney’s Office is moving to bring alleged offenders to justice, though the legal battles are just beginning. All defendants are presumed innocent until proven guilty.

The most serious case involves Dwain Francis Balch, aka Waldo, 58, facing charges of conspiracy to possess and distribute methamphetamine and possession with intent to distribute meth. Balch appeared in Great Falls before U.S. Magistrate Judge John T. Johnston on January 12, entering a not guilty plea. If convicted of the most serious crime, Balch faces a mandatory minimum 10 years to life in prison, a $10 million fine, and at least five years of supervised release. Investigators from the FBI, Fort Peck Law Enforcement, Tri-Agency Drug Task Force and Bureau of Indian Affairs built the case. Balch was immediately detained.

But the drug charges don’t end there. Casey Louis Ream, 36, of California, is accused of a complex fentanyl operation, coupled with firearm violations. Ream faces a potential 20-year sentence and a $1 million fine on the drug charges, and a mandatory minimum five years to life, consecutive to any other sentence, plus a $250,000 fine and five years supervised release for possessing a firearm while involved in drug trafficking. The investigation, led by the Bureau of Alcohol, Tobacco, Firearms and Explosives, Homeland Security Investigations, Great Falls Police Department and Cascade County Sheriff’s Office, suggests a significant interstate operation. Babi Alysia Nakai, 30, of Phoenix, Arizona, is also charged with conspiracy to possess and distribute fentanyl and possession with intent to distribute fentanyl, carrying a mandatory minimum of five to 40 years in prison and a $5 million fine. Nakai was released pending further proceedings.

Alongside the drug cases, a string of disturbing sexual abuse charges have surfaced. Walter Louis Badroad Mount, 23, of Harlem, and Daniel Jacob Werk, 37, of Hays, both appeared on January 10, charged with sexual abuse of a minor. Each faces a maximum of 15 years in prison, a $250,000 fine, and five years to life of supervised release if convicted. The FBI investigated both cases, and both defendants were detained. William Ronald Blackman, 31, of Browning, is also facing charges of attempted sexual abuse and sexual abuse, with a potential life sentence and a $250,000 fine. Blackman was released pending further proceedings.

In Billings, Richard Lamar Rutledge, 49, of Culbertson, appeared before U.S. Magistrate Judge Timothy J. Cavan on January 10, pleading not guilty to being a prohibited person in possession of a firearm. While details are sparse, the charge suggests a prior conviction or other legal restriction preventing Rutledge from owning a weapon. This case highlights the ongoing struggle to keep firearms out of the hands of those deemed dangerous.

These arraignments, while just the first step in the legal process, offer a chilling snapshot of criminal activity in Montana.
