Buffalo, NY: A federal indictment has been returned against Dwayne Lowery, also known as Chi Chi, 29, of Jamestown, NY, on multiple charges related to sex trafficking and drug trafficking.
According to the indictment, Lowery allegedly conspired with others to coerce individuals into engaging in commercial sex acts between October and December 2022. Specifically, Lowery is accused of forcing an individual to engage in a commercial sex act.
In addition, the indictment alleges that Lowery kidnapped two individuals between October and November 2023. The indictment also accuses Lowery of conspiring with others to sell and selling fentanyl, using a W. Cowden Place residence in Jamestown for his drug trafficking activities.
The indictment carries a minimum penalty of 15 years in prison and a maximum of life. The investigation was led by Homeland Security Investigations, the Jamestown Police Department, the Chautauqua County Sheriff’s Office, and the Olean Police Department.
Assistant U.S. Attorneys Donna M. Duncan and Joshua A. Violanti are handling the case. The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
A federal grand jury returned the indictment on [no date specified]. The charges include conspiracy to commit sex trafficking by force and coercion, sex trafficking by force and coercion, kidnapping, narcotics conspiracy, possession with intent to distribute fentanyl, and using and maintaining a drug-involved premises.
