Efrain Rivera Matos, Fentanyl Conspiracy, Florida 2024

TAMPA, FL – Efrain Rivera Matos, 45, of Tampa, is headed to federal prison for more than 12 years after pleading guilty to conspiracy to distribute fentanyl. U.S. District Judge Charlene Edwards Honeywell handed down the 12-year and 7-month sentence Monday, a grim reminder of the relentless flow of deadly narcotics into Florida’s streets.

Court records detail how Rivera Matos’s criminal activity began on July 27, 2022, with a plot to ship roughly 560 grams of pressed fentanyl pills to Tampa. Less than a month later, on August 31, 2022, he escalated the operation, conspiring with accomplices to distribute a parcel containing a staggering two kilograms of fentanyl powder. The poison was cunningly hidden inside a common household appliance – an air fryer – demonstrating the lengths these traffickers will go to evade law enforcement.

The distribution network wasn’t confined to clandestine meetings. Investigators discovered the fentanyl was being pushed onto the streets directly from a gas station car wash in Tampa. This brazen use of a public business as a front for drug dealing underscores the pervasiveness of the opioid trade and its impact on everyday life. This wasn’t some back-alley deal; it was happening in plain sight.

The bust was a collaborative effort, led by the Drug Enforcement Administration (DEA) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with crucial support from the U.S. Postal Inspection Service and the Tampa Police Department. Assistant U.S. Attorney Samantha Beckman is prosecuting the case, determined to dismantle the entire network responsible for flooding the city with fentanyl.

This case wasn’t an isolated incident. It was part of a larger Organized Crime Drug Enforcement Task Force (OCDETF) investigation, a multi-agency initiative designed to target the most dangerous criminal organizations operating in the United States. OCDETF focuses on intelligence-driven, prosecutor-led strategies to disrupt and dismantle these groups at the highest levels.

Rivera Matos’s sentence sends a clear message: those who profit from the distribution of fentanyl, a substance responsible for countless overdoses and deaths, will face severe consequences. While this conviction represents a win for law enforcement, the opioid crisis continues to grip the nation, demanding a sustained and relentless response from all levels of government. The fight is far from over.
