A 22-year-old Monroe County resident has been charged with heroin trafficking in a federal indictment.
Emmanuel Delcastillo, a/k/a “Capo,” of Tobyhanna, was indicted by a federal grand jury in October 2014 and had been a fugitive from justice until surrendering to federal agents yesterday.
The indictment alleges that Delcastillo distributed heroin on June 26 and July 1, 2014, in Monroe County.
The charges stem from an investigation by special agents and task force officers of the Drug Enforcement Administration, the Pennsylvania State Police, and Pocono Mountain Regional Police.
Delcastillo was arraigned yesterday before U.S. Magistrate Judge Karoline Mehalchick in Scranton and was ordered to be detained in prison pending trial, which is scheduled for May 14, 2015.
Assistant U.S. Attorney Francis P. Sempa is prosecuting the case.
Delcastillo faces a maximum penalty of 40 years imprisonment, a term of supervised release following imprisonment, and a fine for the crime.
