ERIE, Pa. — Vincent Andrew Feliciano, 32, has been sentenced to 10 years in federal prison for his role in a sprawling narcotics conspiracy that flooded western Pennsylvania with cocaine, methamphetamine, and nearly 1.7 kilograms of deadly blue fentanyl pills—equivalent to roughly 15,000 individual doses.

U.S. District Judge Susan Paradise Baxter handed down the sentence after Feliciano was convicted on federal drug charges, marking a key takedown in the ongoing battle against synthetic opioid distribution in Pennsylvania’s rural corridors. The operation, active from February to May 2022, leveraged cross-state logistics to move massive quantities of illicit drugs from Arizona back to Erie for street-level sale.

According to court records, Feliciano personally traveled from Pennsylvania to Arizona multiple times to coordinate drug shipments, including transporting at least 400 grams of fentanyl—a substance so potent that even minute quantities can be lethal. The conspiracy distributed multi-kilogram amounts of cocaine alongside methamphetamine, exploiting high profit margins and the booming market for counterfeit prescription pills laced with fentanyl.

Assistant U.S. Attorney Paul S. Sellers, who prosecuted the case, emphasized the escalating danger of blue fentanyl pills now saturating the illicit drug supply. ‘These aren’t just drugs—they’re mass-market poison,’ Sellers stated. ‘Distributors like Feliciano aren’t just dealers; they’re public health terrorists profiting off preventable deaths.’

The investigation was spearheaded by the Organized Crime Drug Enforcement Task Force (OCDETF), a federal initiative targeting high-level drug networks through coordinated, multi-agency operations. The probe involved the FBI’s Erie Area Gang Law Enforcement (EAGLE) Safe Streets Task Force, which includes agents from the Erie Police Department, Pennsylvania State Police, Oil City, Titusville, and Franklin police departments, as well as the U.S. Postal Inspection Service and IRS.

The case was further bolstered by the Northwest Pennsylvania Drug Initiative, activated after Erie County was designated a High Intensity Drug Trafficking Area (HIDTA) in 2021. The initiative pools intelligence and manpower across federal, state, and local agencies—including the Erie County District Attorney’s Office and County Detectives—to dismantle trafficking rings like Feliciano’s before they claim more lives.
