DETROIT – In a stunning reversal of fortune, Janine Rayford, 39, of Redford, has pleaded guilty to conspiring to commit federal program bribery and engaging in aggravated identity theft. Rayford’s unethical activities at the Michigan Unemployment Insurance Agency led to over $2.86 million being issued in fraudulent unemployment insurance assistance funding.
According to court records, while working for the agency, Rayford accepted bribes exceeding $50,000. She admitted to accessing unemployment insurance claims without authorization and improperly closing fraud prevention triggers, despite knowing some claims were fraudulent. The result? A massive theft from the state’s unemployment insurance program.
The plea comes as a stark reminder that public trust is at risk when those in positions of power abuse their authority. Rayford faces a mandatory two-year sentence for identity theft and up to five years’ imprisonment for the bribery conspiracy.
U.S. Attorney Jerome F. Gorgon Jr. emphasized, “Corruption destroys public trust and will be aggressively prosecuted.” The investigation was conducted by the Department of Homeland Security—Office of Inspector General, Department of Labor—Office of Inspector General, the FBI, and the Michigan Unemployment Insurance Agency.
Janine Rayford’s actions have been met with severe consequences. Her sentencing is scheduled for January 8, 2026, before Judge Judith E. Levy. The case serves as a powerful message that no one is above the law, even within government agencies like the UIA. Director Jason Palmer of the State of Michigan Unemployment Insurance Agency echoed this sentiment, stating that such actions are a betrayal of both colleagues and taxpayers.
Assistant United States Attorney Andrew J. Yahkind is handling the prosecution, with support from federal and state partners. The case underscores the commitment to justice and public service across all levels of law enforcement.
