Fayetteville’s Shelby Sherrod Petties, a man with a history of sexual abuse against children, has been sentenced to 92 months behind bars for failing to register as a sex offender while committing violent crimes. The 33-year-old was handed an additional 10 years of supervised release by Chief United States District Judge James C. Dever.
Petties was indicted on January 7, 2015, and pleaded guilty to one count of Failure to Register as a Sex Offender While Committing a Crime of Violence on September 12, 2016. His conviction stemmed from his failure to register with the Cumberland County Sheriff’s Office following his relocation from Washington, D.C., where he had been convicted of Second Degree Child Sex Abuse in 2005.
On February 18, 2013, Petties was arrested for First Degree Kidnapping and Second Degree Rape. He admitted to moving to Fayetteville in August 2012 without registering as required. The court acknowledged that Petties had signed a statement confirming his obligation to notify both the District of Columbia Sex Offender Registry (DCSOR) and the Cumberland County Sheriff’s Office upon leaving Washington and arriving in Fayetteville.
In addition to the initial charges, Petties was sentenced for an attack on February 9, 2013. He kidnapped and assaulted a female victim while violating sex offender registration requirements. This heinous act led to an upward variance in his sentence.
The investigation into this case was a joint effort by the Fayetteville Police Department, Cumberland County Sheriff’s Office, and the United States Marshal Service. Assistant United States Attorney Ethan A. Ontjes prosecuted the case on behalf of the Eastern District of North Carolina.
This sentencing is part of Project Safe Childhood, a national initiative to combat child exploitation through effective prosecution. For more information, visit www.projectsafechildhood.gov.
