Phillip Dwayne Loyd, Sex Trafficking, Minnesota 2015

Phillip Dwayne Loyd, alias ‘PC’, has been handed a 27-year prison term for his role in the sex trafficking of teenage girls in Minnesota. The U.S. Attorney Andrew M. Luger announced the sentence, which also includes 20 years of supervised release following his release from prison.

Loyd and his co-defendant, Raquel Mone Belcher, were involved in trafficking three underage girls between January 14, 2015, and January 27, 2015. The duo advertised the girls for commercial sex on backpage.com, according to documents filed in court. During this period, Loyd also produced pornographic videos featuring one of the minors.

Assistant U.S. Attorney Laura Provinzino called Loyd a ‘serial predator,’ emphasizing that while he serves his sentence, the victims will have an opportunity to recover from their abuse. She vowed to pursue predators like Loyd and provide hope for young victims.

Belcher pleaded guilty to conspiring with Loyd and was sentenced to 52 months in prison, followed by 10 years of supervised release.

The case is part of Project Safe Childhood, a nationwide initiative aimed at combating child sexual exploitation. The investigation into Loyd’s crimes was conducted by Homeland Security Investigations along with local law enforcement agencies.
