Cody Adam Bays, Contraband to Inmates, West Virginia 2024

Former Federal Correctional Institution (FCI) Beckley Correctional Officer Cody Adam Bays, 32, of Beaver, has been sentenced to one year and six months in federal prison followed by three years of supervised release for providing contraband to inmates. The sentence was imposed by United States District Judge Frank W. Volk.

Bays was caught between November 7, 2022, and February 14, 2023, during which time he admitted to supplying various controlled substances, including suboxone, marijuana, synthetic marijuana, and tobacco. His attempt to smuggle fentanyl into the facility led to a serious overdose, which he survived.

The officer profited from his illegal activities, accumulating $20,800 in cash or through financial mobile applications for the sale of these substances. Bays received specific payments for each item: approximately $5,000 for suboxone, $4,000 for fentanyl, $3,500 for synthetic marijuana, and $2,000 for marijuana.

Becoming entangled in a multi-state drug trafficking enterprise, Bays used complex systems of electronic money transfers to facilitate the sale of illegal drugs within the federal prison system. The U.S. Department of Justice-Office of Inspector General (DOJ-OIG) conducted the investigation that led to Bays’ conviction.

United States Attorney Will Thompson announced the sentence and praised the investigative efforts by the DOJ-OIG. Assistant United States Attorney Brian D. Parsons prosecuted the case.
