The dark underbelly of Washington D.C. was exposed yesterday as four brothers from Chapel Hill, Maryland, were taken into custody by a joint task force of FBI agents and local police. The quartet, consisting of Maxwell David Swann, 29, a former mail carrier with a history of run-ins with the law, Joseph Griffin Swann, 33, who had previously served three sentences for liquor violations and disorderly conduct, Pennal Peter Swann, 26, and an unnamed sibling, were apprehended at 8710 Livingston Road, Chapel Hill, in a raid that marked the culmination of a two-month investigation.
