Frank Castro, Receipt of Child Pornography, Kansas 2020

A Kansas man has been convicted of receiving child sexual abuse materials, a serious crime that has shaken the community.

Frank Castro, 50, of Kansas City, Kansas, was found guilty of one count of receipt of child pornography after a bench trial.

The disturbing case began in September 2020 when Castro used social media to exchange messages with Antonio Galicia of Milwaukee, Wisconsin. Galicia offered to send Castro a video he made of himself sexually abusing a young child, and Castro knowingly accepted and viewed the video file containing child sexual abuse materials.

The video transmission was discovered by the Milwaukee Police Department during an investigation into Galicia’s child sex crimes. The information was then passed on to the Federal Bureau of Investigation (FBI), who took over the case.

Castro is scheduled to be sentenced on December 16, 2025, and faces a penalty of five to twenty years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The case is part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006. The project marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

Assistant U.S. Attorneys Audrey McCormick and Scott Rask are prosecuting the case. The Federal Bureau of Investigation (FBI) is investigating the case.
