St. Francis Man Charged With Failure To Register As A Sex Offender

A 21-year-old St. Francis man is behind bars after being charged with failing to register as a sex offender, according to the U.S. Attorney’s office.

Koty Arcoren, 21, was indicted by a federal grand jury on May 15, 2013, for his alleged failure to register as a sex offender. The charge is a serious one, with Arcoren facing up to 10 years in custody, a $250,000 fine, or both, as well as life of supervised release and $100 to the Federal Crime Victims Fund.

The investigation into Arcoren’s activities is being led by the U.S. Marshal Service, with Assistant U.S. Attorney Tim Maher handling the prosecution.

Arcoren appeared before U.S. Magistrate Judge Mark A. Moreno on May 20, 2013, and pled not guilty to the indictment. He was subsequently remanded to the custody of the U.S. Marshal pending trial, with a trial date yet to be set.

The charge against Arcoren is merely an accusation, and he is presumed innocent until proven guilty in a court of law. The maximum penalty for conviction is a serious one, and Arcoren’s fate will be decided by a judge and jury.
