Defendant Faces 10-Year Prison Sentence
A Cape Girardeau federal judge has handed down a 10-year prison sentence to a registered sex offender found in possession of child pornography. U.S. District Judge Stephen N. Limbaugh Jr. delivered the verdict on Tuesday, marking the culmination of a lengthy investigation.
Thomas O. Stroud Jr., 43, of Wappapello, in Wayne County, Missouri, pleaded guilty in U.S. District Court in Cape Girardeau in November to the possession of child pornography. Stroud’s guilty plea came after a federal probation officer discovered that he had obtained several images of child pornography through a cell phone in March 2024.
According to court documents, Stroud has a prior federal conviction for possessing child pornography in 2009. Following his release from federal prison, Stroud was required to register as a sex offender and was placed on a 40-year term of supervised release.
Stroud’s recent actions have brought him back under the scrutiny of law enforcement. As a registered sex offender, he is required to adhere to strict guidelines, including regular check-ins with his probation officer and strict communication protocols. However, in March 2024, Stroud’s probation officer discovered that he had been using a cell phone to communicate with someone in Indiana, ultimately leading to the discovery of the child pornography images.
Assistant U.S. Attorney Jack Koester prosecuted the case, leading to Stroud’s guilty plea and subsequent sentencing. The U.S. Probation Office and the Federal Bureau of Investigation also played key roles in the investigation.
Following his 130-month sentence, Stroud will once again be placed on supervised release. This added layer of supervision serves as a reminder of the severity of his crimes and the importance of adhering to the terms of his release.
