Frederick M. Hilliard, Sex Offender Registry Violation, West Virginia 2023

A Charles Town man has admitted to violating the sex offender registry, according to a recent court hearing.

Frederick M. Hilliard, 66, pleaded guilty to one count of ‘Failure to Register’ in federal court. He admitted to not updating his sex offender registration from February to October 2019 in Jefferson County, as required by law, due to a rape conviction in Pennsylvania.

Hilliard’s failure to register his address with the authorities could result in up to 10 years of incarceration and a fine of up to $250,000. The actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Hilliard’s case is being prosecuted by Assistant U.S. Attorney Kimberley D. Crockett on behalf of the government. The U.S. Marshals Service investigated the matter.

The case was presided over by U.S. Magistrate Judge Robert W. Trumble.

The sex offender registry is a requirement for individuals convicted of certain sex crimes. Hilliard’s failure to comply with this requirement has put him in a difficult position, and it remains to be seen what the full extent of his punishment will be.

Hilliard will face the consequences of his actions in a federal court. His plea deal marks a significant step in the process, and it is likely that he will face a significant sentence.
