PORTLAND, Ore. — Riley Freeman, 26, of Portland, faced his first court appearance today after being accused of a violent assault on a federal law enforcement officer during protests near an ICE office. Charges include felony assault with a deadly weapon and possession of an unregistered destructive device.
Court documents reveal that Freeman threw an incendiary device toward officers, narrowly missing them, on July 4, 2025. The incident follows weeks of escalating tension, including graffiti, pepper spray attacks, and rock throwing near the ICE office in South Portland.
Andrew Marcum, 22, was also charged with assaulting a federal officer after kicking an officer during a pursuit, causing the officer to trip. Marcum faces up to eight years in prison for his actions.
Jeremy Hummel, 27, is charged with depredation of government property for defacing the ICE building with spray paint. Ian Joseph McCarthy, 35, was caught using bolt cutters and damaging a proximity card reader, along with damaging a fiber optic cable system that interrupted communication at the ICE office. McCarthy faces multiple charges including assault and destruction of property.
The defendants were released on bail pending future court proceedings. Felony assault of a federal officer carries a maximum sentence of 20 years, while possession of an unregistered destructive device can result in up to 10 years in prison.
This case is part of a broader investigation by the Federal Protective Service and ATF. Since June 13, 2025, 22 defendants have been charged for offenses at the ICE building, including arson and destruction of government property.
