Anthony David Flores, Caregiver Fraud, California 2024

LOS ANGELES – Fresno’s Anthony David Flores, also known as ‘Anton David,’ was sentenced today to 188 months in federal prison for a chilling multimillion-dollar caregiver fraud. The defendant exploited a vulnerable Malibu physician, siphoning off over $2.7 million before the victim’s death and attempting to steal an additional $20 million from his estate.

Flores, 47, was sentenced by Judge Percy Anderson, who also ordered him to pay $1 million in restitution. United States Attorney Martin Estrada lambasted Flores for preying on a vulnerable man: “This defendant heartlessly lined his own pockets while his victim mentally and physically declined, and ultimately died.”

Assistant Director of the FBI’s Los Angeles Field Office, Krysti Hawkins, added: “Mr. Flores lived large off the victim’s wealth while exploiting his vulnerabilities until he succumbed to an early death. The defendant deprived the victim’s family access to their loved one and then subjected them to years of litigation.”

Flores pleaded guilty in October 2023 to a litany of charges, including conspiracy to commit mail fraud, wire fraud, money laundering, and engaging in monetary transactions in property derived from unlawful activity. Co-defendant Anna Rene Moore, 40, who resides in Monterrey, Mexico, has also admitted guilt on multiple counts and awaits sentencing.

Special Agent in Charge Tyler Hatcher of the IRS Criminal Investigation emphasized CI’s commitment to protecting vulnerable people: “Mr. Flores’ exploitation of a mentally ill person to steal his wealth is despicable, and he will now face the consequences.”

The scheme began in June 2017, when Flores used false promises to befriend the physician, a successful investor with a net worth exceeding $60 million despite suffering from mental illness. Within days, Flores and Moore moved into the victim’s home, manipulating the man to grant them control over his finances. From September 2017 to May 2018, they siphoned away funds, leading to years of litigation for the victim’s family.
