Manuel Cisneros, Methamphetamine and Fentanyl Possession, California 2023

Fresno’s Manuel Cisneros, 48, faces life in prison after being hit with a federal indictment for methamphetamine and fentanyl possession, along with charges of being a felon in possession of ammunition. The seasoned criminal, known to law enforcement as a repeat offender, showed up in court today, his arraignment marked by the gravity of his previous convictions.

According to court documents, Cisneros was caught on February 20, 2025, with fentanyl, methamphetamine, and .40-caliber ammunition rounds. His possession of the deadly arsenal is illegal due to his prior felony drug trafficking convictions in Fresno County. The U.S. Attorney’s Office has been relentless in their pursuit of those who threaten the streets of Fresno.

This case is a direct result of a collaborative effort between the Fresno Police Department and the Drug Enforcement Administration, an alliance that has proven successful in taking down notorious traffickers. Assistant U.S. Attorney Justin J. Gilio will be leading the prosecution.

Cisneros now faces a maximum statutory penalty of life imprisonment, with a mandatory minimum sentence of 10 years and a $10 million fine on the table. However, any sentence would ultimately rest in the hands of the court, taking into account all applicable factors as per Federal Sentencing Guidelines.

The charges against Cisneros are merely allegations at this point; he is presumed innocent until proven guilty beyond a reasonable doubt. This case is also part of Operation Synthetic Opioid Surge (S.O.S.), an initiative aimed at reducing the supply of synthetic opioids and dismantling distribution networks. It is one of many efforts being implemented across the Eastern District of California as part of Operation Take Back America, a nationwide push against illegal immigration, cartels, transnational criminal organizations, and violent crime.

The Justice Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN) have joined forces to streamline resources and ensure that criminals like Cisneros are held accountable for their actions. The fight against drug trafficking and violent crime continues in Fresno, with law enforcement standing united against those who would undermine public safety.
