Charlotte Man Charged in Medicaid Kickback Scheme

CHARLOTTE, N.C. – Glenn Pair, a 35-year-old man from Georgia, has been charged with conspiracy to commit Medicaid fraud and money laundering for his alleged role in a massive kickback scheme that defrauded the North Carolina Medicaid program of more than $4 million.

According to court documents, Pair was a partner and operator of two companies, Everlasting Vitality, LLC (EV) and Do-It-4-The Hood Corporation (D4H), which ran after-school and youth mentoring programs for at-risk youths. However, the programs were allegedly a front for a scheme to pay individuals to recruit Medicaid-eligible children and then submit urine specimens for drug testing, which were then performed by laboratories and reimbursed by the North Carolina Medicaid program.

Pair and his co-conspirators allegedly conspired with certain laboratories to perform the drug testing and receive kickbacks once the laboratories were reimbursed by Medicaid. They also obtained personal identifying information of D4H clients, which the laboratories used to submit fraudulent reimbursement claims to Medicaid.

As alleged in the charging document, the laboratories involved in the scheme submitted over $16 million in fraudulent claims to Medicaid and received $4 million in reimbursements, of which they paid more than $1.5 million in illegal kickbacks to Pair and his co-conspirators.

This is not the first time Pair has been involved in a Medicaid scheme. His co-conspirator, Markuetric Stringfellow, was sentenced in February 2021 to 78 months in prison and was ordered to pay $5,278,550 in restitution for his role in the conspiracy.

“The Medicaid program provides medical services to qualified North Carolinians in need of assistance. It’s not a piggy bank for cheats and fraudsters,” said Acting U.S. Attorney William T. Stetzer. “The U.S. Attorney’s Office will hold accountable those who engage in get-rich-schemes that exploit government programs and deprive important resources from those in real need.”

Pair is currently facing federal charges and has not yet entered a plea. The case is being prosecuted by Assistant U.S. Attorney Michael E. Savage, of the U.S. Attorney’s Office in Charlotte.
